China sets threshold for tire retreading and recycling industry

China’s Ministry of Industry and Information Technology (MIIT) recently released "Tire Retreading Industry Entrance Criteria (draft)" and "Waste Tire Comprehensive Utilization Industry Entrance Criteria (draft)", and was seeking advice from the public until March 8th, 2012.

 
"Tire Retreading Industry Entrance Criteria" requires that established tire retreading enterprises must have no less than 10000 tires per year of overall production capacity. While that of the new or expanded enterprises must have no less than 20000 units/year of overall capacity. Amongst, over 50% of output has to be processed with precured treading method.
 
According to the criteria, the tire retreading enterprises should execute three guarantees for products strictly. The compulsory product certification will be implemented before 2015.
 
The criteria also set standards for resources recycling and energy consumption.
 
"Waste Tire Comprehensive Utilization Industry Entrance Criteria (draft)" requires that the newly-built, rebuilt or expanded program to process and utilize wasted wheel rubber should adopt harmless recycling and environment-friendly method. The companies’ comprehensive processing capacity can not be lower than 20000 tons per year.
 
Besides self-owned fund should take more than 50% in the investment, the criteria also requires that energy saving and environmental protection technology and equipment must be adopted.
 
Established enterprises are required to have no less than 10000 tons per year of comprehensive processing capacity. Wasted rubber should be 100% utilized in process of wasted wheel rubber utilization. The wasted fiber and steel wire should be recycled and 100% utilized too.                                           .                                                               
 
China’s existing standards for tire retreading and waste tire utilization Industry are too low, experts said, in that case, many poor-quality retread tires popularize in China’s market, which become security risk in China’s highway transportation.
